The American Association of State Highway and Transportation Officials recently expanded its policy team with a promotion and a new hire.
Caroline Kieltyka is stepping up to become associate program manager for policy on June 4. She originally joined AASHTO in August 2017 as the program specialist for policy, providing support for a broad range of policy development, implementation, and administrative activities.
Prior to joining AASHTO, Kieltyka served as a transportation planner for the Connecticut Department of Transportation in the office of environmental planning, focusing on project delivery and environmental permitting.
She's a graduate of St. Lawrence University with a combined bachelor's degree in government and environmental studies.
AASHTO's policy team has also hired Susan Howard, who will be the program manager for freight starting June 4.
She previously served as the director of government relations and legislative affairs for the National Association of Development Organizations and as the federal legislative programs coordinator at the North Carolina Department of Transportation.

In that role, Howard managed the department's federal legislative program, working closely with the North Carolina congressional delegation and various transportation coalitions to advance federal funding and policy goals in annual and supplemental appropriations bills and reauthorization of surface transportation programs.
Prior to that, Howard served as a legislative assistant to Rep. David Price, D-N.C., for whom she handled transportation, energy, and environmental policy and appropriations.
She holds a Bachelor of Arts degree in political science from Guilford College.
